About KSLA

The Kyrgyz State Law Academy was established by the Decree of the President of the Kyrgyz Republic “On the establishment of the Kyrgyz State Law Academy” dated August 12, 2003 No. 264.

KSUA was conceived as an innovative type of university – both state and modern.  

Initially, the university was built as a single educational and scientific complex, which would include faculties, institutes, and centers, and specialists were trained according to a continuous education system, including pre-university training (lyceum college) – higher professional education (specialty, bachelor’s degree, master’s degree) – postgraduate education (postgraduate, doctoral).

In 2003, the Law Academy had 2 institutes, 1 Center, 4 faculties, 15 departments, which implemented educational programs in economic and legal areas.

By the Decree of the Government of the Kyrgyz Republic dated July 23, 2019 No. 367, the status and name of the Kyrgyz State Law Academy were changed to the institution “Kyrgyz State Law University (KSUA)”.

In order to train scientific and pedagogical personnel at the university, postgraduate and doctoral studies are carried out in 15 scientific codes, since 2006 the Dissertation Council has been functioning at the university.

The Dissertation Council of the KSUA is known and enjoys authority not only in Kyrgyzstan, but also in the Russian Federation, Kazakhstan. Members of the Dissertation Council, well-known legal scholars from Kyrgyzstan and Kazakhstan, make a significant contribution to the development of legal science and education.

Over the past years, the university has formed into a scientific and educational center, successfully carrying out full-time, correspondence, distance learning of students and actively conducting scientific research on topical issues of jurisprudence and other branches of knowledge, and represents an innovative educational complex. The total contingent is more than seven thousand students.

The educational process is provided by a highly qualified teaching staff. There are 20 departments (including regional ones).

KSUA has chosen an innovative development model, which implies the need for deep integration of scientific, educational and innovative activities, the development and implementation of mechanisms that increase the real competitiveness of the university, which implies the following:

– in the absence of branch science, the KSUA becomes a research center, on the basis of which the examination of legislative acts of the Kyrgyz Republic is carried out;

– on the basis of the KSUA, the idea of an “open platform” has been implemented, within which teachers of various universities can jointly implement pilot educational modules and programs; interdisciplinary scientific research (with the participation of scientists, practitioners, students and postgraduates) on significant topics. An example of such work is the Educational and innovative Forensic Complex named after G. Gross, the Center “Workshop of Law”.            

The analysis of the strategic directions of innovative development shows that the strength in the implementation of the goals and objectives of the university is that KSUA has a high reputation in the university community, as a result of which it has a higher employment of graduates, a developed material and technical base. All this attracts applicants and makes the university competitive.  

What makes KSUA competitive is the ongoing policy in the field of education quality, which is an example of the implementation of a complex management system that determines the long-term sustainable development of the university. It includes an assessment of the quality of educational programs (employer’s opinion) in accordance with market requirements; each teacher independently searches for ways to improve the program, determining its innovative value, the real value of knowledge at the moment. The training quality control system was developed with the involvement of students and employers in the external evaluation of the university’s activities.

Over the years of the university’s existence, a unique teaching staff has been formed, consisting of reputable academic professionals and highly qualified practitioners. Largely due to the selfless work of these people, our university occupies a leading position in the field of legal education.
