Department of Criminalistics and Forensic Examinations

Criminalistics and Forensic Examinations Department was formed on September 1, 2007 by the decree  of the KSLA Rector.  “Reorganization, creation and renaming of structural units of KSLA” No. 83 dated 13.06.2007 according to the resolution of the Academic Council of the KSLA dated May 29, 2007, in order to further improve the educational process , improvement of research work in all readable disciplines at the department.

The chief of Department was Doctor of law sciences, Professor Oleg Dmitrievich Kim from the day of formation until 2014. From 2014 to 2016 the department  is headed by the candidate of law sciences Omurbekov Yrysbek Omurbekovich. From April 2016 to the present, the department is headed by the candidate of law sciences Sopubekova Nazira Tolonovna.

There are 17 teachers at the department, including 10 full-time teachers, 2 internal and 5 external part-time teachers.

Among the teaching staff of the department there is 1 doctor of law sciences, professor, 5 candidates of law sciences, 6 senior teachers and 6 teachers.

The faculty members of the department are: the  Member of the Scientific and Consulting Department of the Supreme Court of the Kyrgyz Republic (Kim O.D.), a member of the Council for the Selection of Judges of the Kyrgyz Republic (Sopubekova N.T.), a member of the Public Supervisory Council of the State Forensic Service under the Government of the Kyrgyz Republic (Dulatova B .M.), Head of the Operational Forensic Center of the Ministry of Internal Affairs of the Kyrgyz Republic (Imanaliev KS), Head of the Criminalistic Department of the Office of Criminalistic Support and Operational Analysis of the Ministry of Internal Affairs of the Kyrgyz Republic (Mitrofanov K.P.), members of the Forensic Expert Activity Subcommittee of the Kyrgyz Accreditation Center under Ministry of Economy of the Kyrgyz Republic (Faradzhiev M.A., Ormonbaev N.O., Bukhov V.Ya.) members of the Educational and Methodological Association under the Ministry of Education and Science of the Kyrgyz Republic (Kasymov T.J., Faradzhiev M.A.), volunteer of the State Service execution of sentences under the Government of the Kyrgyz Republic (Musuraliev R.A.),lawyers of the Bishkek Territorial Bar (Dzhakupbekov A.Z., Omurbekov Y.O., Temirbaev T.B.), forensic experts (Mitrofanov K.P., Yakovleva E.A.) and practicing lawyers (Mukhamed uulu B.).

The department was  nominated as the “Best Department of the KSLA”twicely.

The priority areas of scientific activity of the department since its formation are general theoretical and methodological problems of forensic science, issues of forensic tactics and methods of investigation of certain types of crimes, as well as problems of organization and production of forensic examinations.

This range of problems is reflected in scientific articles published by members of the department, serves as a subject of discussion at seminars and trainings held by the department, open classes in which both university teachers and practitioners take part. 

In KSLA, since 2012, a good tradition has developed to hold the Olympiad in forensic science and criminal procedure, which is organized by the teaching staff of the department. In previous years, interfaculty, interuniversity republican, interdepartmental Olympiads were held with the participation of the country’s universities and law enforcement officials. The Olympiad is held in order to popularize forensic science and criminal procedure, improve the professional level of young investigators of the police department, graduates and students of law universities, secondary school students, identify and encourage talented young people who have achieved the greatest success. The jury of the Olympiad is formed from employees of international organizations, investigative and forensic authorities, veterans of forensic science and criminal procedure.

Over the years, the Olympics were held dedicated to the 70th anniversary of the Victory of the Soviet people in the Great Patriotic War; dedicated to the 10th anniversary, then to the 15th anniversary of the establishment of the Kyrgyz State Law Academy under the Government of the Kyrgyz Republic; jointly with the Main Investigation Department of the Ministry of Internal Affairs of the Kyrgyz Republic dedicated to the 54th anniversary of the establishment of investigative units in the IAB system of the Kyrgyz Republic, with the UNODC, the Investigation Service of the Ministry of Internal Affairs of the Kyrgyz Republic and the State Forensic Expert Service under the Government of the Kyrgyz Republic.

One of the tools for actively involving students in the educational process is conducting laboratory and practical exercises. As a rule, they are held on the basis of the educational and innovative criminalistic complex named after G. Gross, one of the most important areas of work of which is to strengthen the connection between training and the activities of practical bodies.

The G. Gross educational and innovative criminalistic complex has been operating since 2012. This is the training base, which contains:

  • lecture hall for 40 people;
  • forensic library with a reading room;
  • forensic laboratories:
  • Research of melee and throwing weapons;
  • Studies of firearms, ammunition and traces of their use;
  • Forensic studies of documents and forensic handwriting studies;
  • Fingerprint research;
  • Trasological research;
  • educational objects:
  • “Investigator’s office”;
  • “Office”;
  • “Living room”;
  • “Country house”;
  • “Cafe Astoria”

The forensic complex has a modern material and technical and educational and methodological base, allowing students to effectively master the necessary theoretical knowledge and practical skills. Laboratories, educational facilities, a lecture hall and a library are equipped with laboratory, office and classroom furniture, computer equipment, technical teaching aids, forensic tools and consumables.

The educational objects simulate as accurately as possible the situation characteristic of a certain category of crimes, as well as those involving the use of various types of crime weapons and weapons. This increases the level of theoretical knowledge received by students, as well as the acquired practical skills in the detection, fixation and seizure of traces of a crime, the tactically correct choice of methods for inspecting the scene of the incident and other investigative actions.

Educational facilities “Office”, “Cafe”Astoria “,” Living room “and others are also adapted for conducting business games that simulate the situation in the production of various investigative actions, as well as the specifics of investigating certain categories of crimes.

Training sessions in the forensic complex are conducted using technical teaching aids, forensic, computer technology, computer technology (AFIS “Sonda”, etc.), training models of firearms, gas, cold, throwing weapons, cartridges, cartridges and bullets, explosive devices, locks , locking and sealing devices, vehicle tires, etc.
