Information about the department:

The Department of Criminal Executive Law and Criminology was founded in 2007. Now the department has 14 teachers, among them 3 doctors and 3 candidates of legal sciences. The teachers of the department provide teaching of the disciplines of the criminal law cycle, which cover: criminology, penal law, law enforcement agencies, crime prevention and others. In recent years, talented young teachers have joined the department, to whom representatives of the older generation pass on their experience and knowledge. The main directions of the department can be considered: educational and educational-methodical work; research activities; Practical activities; educational work; training. In addition, the faculty of the department carries out expert activities and gives an opinion on projects of regulatory legal acts, laws on amendments and additions to regulatory legal acts. The members of the department are doing a lot of scientific work. In connection with the adoption of the new law “On Probation of the Kyrgyz Republic”, in 2018, the teaching staff of the department underwent scientific and practical training on the basis of the State Penitentiary Service of the Kyrgyz Republic on the topic: “Implementation of the Probation Service in the Kyrgyz Republic” (there are certificates). In 2018, the Department of Penal Law and Criminology signed a Cooperation Agreement between the Kyrgyz State Law University and the State Penitentiary Service under the GKR, in 2019 – the Probation Department under the Ministry of Justice of the Kyrgyz Republic. The teachers of the department are engaged in practical activities and provide legal assistance in various areas: Bodobaev K.A. – private practice lawyer, licensed by the Ministry of Justice of the Kyrgyz Republic, provides legal assistance in civil, economic cases and participates as a lawyer in criminal cases; Kubatbekova A.S. – Member of the Scientific Advisory Council of the Supreme Court of the Kyrgyz Republic; Zharashbaev M. – Assistant to the Prosecutor of the Oktyabrsky District Bekbolu uulu Zh.

Within the framework of the Agreement, the KSLA and the State Penitentiary Service carry out cooperation in the following areas:

  • Training, retraining and advanced training for service in the State Penitentiary Service and the probation service within the target admission quota, in the number and areas of training and specialties of higher education, determined based on the needs of the State Penitentiary Service and the probation service.
  • Promoting the development of professional education, communication between science and practice by attracting employees of the State Penitentiary Service and the probation service to work in the KSLA.
  • Exchange of views, consultations between teachers of the KSLA and the State Penitentiary Service.
  • Participation in the organization and holding of conferences, round tables, seminars, forums initiated by the State Penitentiary Service or KSLA.
  • Organization of all types of internship by students of students in areas of training and specialties of higher education in KSLA.
  • Providing the faculty of the KSLA with the necessary information and materials that do not contain state or other secrets protected by law, used in conducting classes and conducting research.
  • Career guidance work with KSLA students, for further work in the State Penitentiary Service and the probation service.
  • Assistance in the development of the activities of the KSLA, the State Penitentiary Service and the probation service, including through the creation of experimental sites, the development and implementation of joint projects, the pooling of intellectual and organizational resources of the parties.
  • Involvement of the teaching staff of the KSLA in the initiative, development and examination of draft laws regulating the activities of the State Penitentiary Service and the probation service.
  • Involvement of students, undergraduates, graduate students and applicants of the KSLA in activities and work in the implementation of the Probation Service, including as volunteers of the probation service, civilian employees of the State Penitentiary Service.
  • Involvement of the faculty, students, undergraduates, postgraduates and applicants of the KSLA for expert assessment in the preparation of a pre-trial and penitentiary report in relation to the accused.
  • Participation of specialists from the State Penitentiary Service and the probation service in the educational process, in the work of examination commissions in the areas of training and specialties in demand. Work was carried out to attract probation authorities from among students, graduate students and faculty of KSLA as volunteers.

Under the agreement between the Kyrgyz State Law University (KSLA) and the Probation Department under the Ministry of Justice of the Kyrgyz Republic, cooperation is carried out in the following areas:

  • Organization of all types of internship by students of students in areas of training and specialties of higher education in KSLA.
  • Providing the faculty of the KSLA with the necessary information and materials that do not contain state or other secrets protected by law, used in conducting classes and conducting research.
  • Career guidance work with students of KSLA for further work in the probation service.
  • Assistance in the development of the activities of the KSLA, the probation service, including by creating experimental sites, developing and implementing joint projects, combining the intellectual and organizational resources of the parties.
  • Engaging the faculty of the KSLA in the initiative, development and examination of draft laws regulating the activities of the Probation Department.
  • Involvement of students, undergraduates, graduate students and applicants of KSLA in activities and work on the implementation of the probation service, including as volunteers of the probation service, probation service workers.
  • Involvement of the faculty, students, undergraduates, graduate students and applicants of the KSLA on export assessment in the preparation of a pre-trial and penitentiary report in relation to the accused.
  • Participation of specialists of the Probation Department in the educational process, in the work of examination commissions in the areas of training and specialties in demand.

The student scientific circle “ERUDIT” has been working at the department since 2016.

The main objectives of the work of “ERUDIT” are:

  • increasing the level of theoretical and practical knowledge;
  • activation of students’ research work;
  • development of skills for participation and management of innovation processes in the framework of the scientific circle;
  • developing skills in project activities in solving practical problems and problems;
  • creation and development of favorable conditions for the formation of research competencies;
  • providing an opportunity for each student to realize their right to creative personal development in accordance with their abilities and needs.

The main tasks of the “ERUDIT” activity are:

  • assistance in raising the level of scientific training of students;
  • creating conditions for the formation of creative scientific activity;
  • improving the quality of professional training of students; assistance to students in independent scientific research and organizational support of their scientific work;
  • timely informing students about the planned scientific conferences, competitions, etc. and the possibility of participating in them.

At present, the teaching of the disciplines of the department is provided by the active and conscientious work of all teachers, taking into account their scientific and interdisciplinary training.
